Ok I have a little experience in this matter that I'll gladly share. For the purpose of this explaination, I'm going to assume you're using or have used Macromedia Flash 7 or better. What you do, is import both images to the (the original gif, and the symbol you want to rotate as separate images) canvas, then create symbols from each. duplicate the canvas over the timeline about 10 or 15 times, and then for each frame, rotate the image abit from the previous. When the timeline is complete, the symbol should have rotated a full 360 degrees. If you set looping to true and then export your document as an animated gif, you will have your desired result. An animated gif with a rotating symbol inside it.
